So the guy without superpowers but a shield and wings is fighting a Hulk? Cool. Cool cool cool cool.
Funny enough, notorious penny pincher and all around asshole Ike Perlmutter demanded that Cap should fight the Hulk in Civil War because Mark Ruffalo was a lot cheaper than RDJ.

In the show
CaptainFalcon and the Winter Soldier, Falcon gets that new uniform. Before that he got the shield in the end of Avengers Endgame, becoming the new Captain America. I still think it should've been Bucky -
Steve handed Falcon the shield at the end of Endgame. He spends a mini series with Bucky struggling with Cap's legacy and if it's right for him (or anyone) to take his place.

I think he’s signed a deal. I have no evidence and this is a compete guess, but I think he’s agreed to let them use AI for his voice so that once he’s passed away they can keep using Red Hulk (in Hulk form at least) and his family can cash cheques.
