PM says Lebanon has not fully met conditions for Israeli withdrawal under ceasefire deal

Benjamin Netanyahu has announced that Israeli troops will not comply with a Sunday deadline for them to withdraw from southern Lebanon, throwing the ceasefire with Hezbollah into crisis.
Confirming that Israel would not meet the 26 January deadline, the prime minister’s office said in a statement: “The IDF’s withdrawal process is conditional on the Lebanese army deploying in southern Lebanon and fully and effectively enforcing the agreement, while Hezbollah withdraws beyond the Litani [River].”
The decision to delay the withdrawal, made at an Israeli cabinet meeting on Thursday evening, follows several weeks of briefings suggesting Israel intended to remain in at least five outposts in Lebanon.

The 640 Indian St. tower in question is a Savannah College of Art and Design project called, simply, River. When it opened during the spring semester, SCAD officials described it as a “monumental” and “spectacular” residence hall with “breathtaking views of the mighty Savannah River and gloriously sprawling Lowcountry beyond.”

Wildlife experts say encounters with otters in the wild are "quite rare".
An otter has been spotted looking for food in Plymouth Sound.
Fisherman Andy Melvin said he was fishing at his "usual spot" on West Hoe at about 05:50 BST when he saw the animal in the water.
He said he first thought it was a seal due to its size but its tail suggested otherwise.
The Devon Wildlife Trust reviewed a video taken by Mr Melvin and confirmed the animal was an otter due to its head movements and the way it was diving. 'Real privilege'
The trust said otters could venture into the sea in search for food.
Speaking of his encounter, Mr Melvin said: "The otter looked at me before diving under the water before it headed towards the [River] Plym where I assume it came from.
