How did they get it up there?
- From the other side. If you look, it's open, and appears to be street level on that side.

- Could be a converted parking garage maybe and that thing was there before it became a residential building? The back wall seems to be open though, so maybe there's a ramp there or the terrain goes up and that's street level on the other side.
  
  In the foreground you can see the railing is slanted. The building is on a hill, so chances are it's street level

I'm wondering if the unit owner is going to claim a home office deduction on their 1040. It will definitely trigger an audit.
