They may have shut down and unless you have quick boot disabled it doesn't actually shut down and restart. Fuck that setting.

Agree. I think "Restart" is always a power cycle in Windows, even when quick boot is set.

It counterintuitive to most people I expect. Shutdown sounds like the more drastic option, the one that should be guaranteed to reset everything. And it used to be. But in recent versions of Windows, Restart is the one that resets everything, and Shutdown doesn't properly shut it down.

"Restart" isn't as clear as you'd think it is. I've been on the phone with a number of people who've sworn they've "done a full restart" when, at best, they've managed to sleep or lock the system.
A lot of modern devices will fight a full power cycle unless you explicitly say otherwise; often, anything other than a determine, seconds-long press of the power button will just trigger a sleep state.
I mean, it's not quite as infuriating as people who think that the lock-screen timeout is "booting them out" and "losing all their work", but it's up there.
