You're right, that is in the video description. The actual video shows Trudeau talking about it though and he doesn't say it's his biggest regret. He does say "I do wish we had been able to change the way we elect our governments in this country..." That is different than saying"My biggest regret is not changing the way we elect our governments in this country..."

Mark Carney has been Prime Minister for almost 2 weeks, and parliament is not in session. Had Trudeau called back parliament, the Conservatives would have forced an election and we would be right back where we are now.
Nope no he's not. He shuffled off for what two weeks now?

I think IRV actually makes the most sense for single member "districts" (in this case, for a single leadership role). But a true democracy deserves proportional representation.
