The article mentions that he paid her to have sex with him at a party. That also makes it a sex trafficking crime. Also, IANAL but if the jurisdiction had an age of consent lower than 18, the sex trafficking part might negate that.

Not trying to defend this guy, but, in some states, 17 is a legal age limit. Hell, I believe Florida has it at 16. I personally think the law should be the same no matter which state you go in. It's a bit over the top to be labeling him as a rapist, because of the state he was in. Regardless, laws must be followed, but still.
