Either way it's bad that we have to ask questions like this nowadays lol
Always check the fact quality label.
Marvel did argue that their X-Men action figures weren't humans, but instead mutants and therefore shouldn't be taxed the same as the human figures. They taxed human figures more than other figures for imports.
