I think it's a hangover from the early 2010s men's fashion trend that made suits way too tight all over the place. If a suit jacket isn't impeding your movement it's too loose and you'll look like one of those NBA pictures from the 90s.
I think he may have just bought a Hugo Boss or Christian Dior off the rack that's one size too large. The jacket sleeve shouldn't be halfway down his hand, it should stop at your wrist. It looks like Vance has the tighter cut (and wrinkled sleeves), Trump has his usual gaudy 80's businessman look and Musk bought an overpriced ready to wear.
