My issues with him come from the fact he told a hundred or so lies (big ones), some publicly - some publicly at press events, some privately in negotiations. And these lies gave diplomatic cover. And not only that, some of these lies enabled more violence which he know would happen if he told them.
Another thing he did was indirectly support and enable the crimes in Gaza by using USA soft power. And this is not something he randomly did on Tuesday each month. Indeed, he spent a lot of the last year devoting himself to the cause.

Criminal law is based on precise definitions. You might consider Blinken to be immoral but he isn't a war criminal.
For that matter some people consider all Americans to be equally immoral, because Americans taxpayers fund weapon purchases. That doesn't make all Americans war criminals, either. Definitions matter.
