You don't start distributing guns to random civilians, including 60 year olds, as well as releasing your prisoners to fight, if you're on the brink of victory. Russia is encircling Kiev and is taking cities.

The west wants Ukraine to keep fighting and will supply them with generous amounts of arms and "volunteers". The US probably didn't have war as it's dream scenario but turning the Ukraine into a new Afghanistan is a very beneficial situation to them. It keeps Russia occupied and destabilises the country as well as scaring western satellites further into the US SoI and generating demand for the military industrial complex.
The Ukrainian people will be put through a meat grinder but the west never cared about them in the first place.

This and after the EU said they'll send jets and "anyone who wants to volunteer can go to Ukraine" the door is wide open for escalation.

Russia has claimed to have halted operations at least once before due to a Ukraine request to negotiate, then stated that Ukraine didn't actually negotiate at all.
If their claim is accurate, then you'd is consistent with merely being a stalling tactic

I mean, that is kind of how negotiating works.
You say “remove all troops everywhere” so when Putin says “what about removing troops from everywhere but Donbas and Crimea?” you can both do that while looking strong.
