Keep trying, sometimes you will achieve your goal, sometimes you won't. Meditation isn't like sitting in a chair, it's more like balancing on one foot. You might have some early success and find it gets harder when you start trying to think about it. Generally I find they are. Herbs are leaves, flowers and (herbaceous) stems, spices are other parts. A plant might provide both a herb and a spice, but they will typically be different parts of a plant.
