I know what you're trying to say. But Barney commands in army of five-year-olds. There was a story a few years back about these kids attacking someone dressed in a Barney costume because they did not sound like Barney.

RDP, until they change the name of the protocol. I don't think that search term is corrupted yet.

They were allowed to make contact once the civilization achieved warp drive in some form. With warp drive, the civilization would run into other space faring civilizations eventually. So an attempt was made to make that first meeting, peaceful.
