Not really, just a huge difference between the different regions of PA. Philadelphia/Pittsburgh/Harrisburg vote blue, their metros mostly do, the rest of the state is deep red.

State level elections are determined by whether or not the city people turn out to vote.

Ok, so it's flat and on top of another object, like a board on a wheel! The surface is flat but wobbles a bit.
