Does anybody know how often the https://fedipact.veganism.social/?v=2 is updated? Some instances defederated a few weeks ago but still appear as federated

Top 6 should show them. Are you sure the communities federate correctly with your instance? Have a look at them on their home instance, then from your instance, and see if posts are missing.

If yes, copy the link of the missing post, and paste it into the search bar. It should then appear and "unblock" the federation

Both could work, in a different way.

Nextcloud is more like a shared agenda, where you need to explicity invite people to events.

Mobilizon is more like Facebook events, where anyone with the link can say they will attend.

You might even have both, a Nextcloud for the members of the org and a Mobilizon as the public events

Have you considered switching to an instance that disable downotes? https://lemmy.blahaj.zone is nice for that
