Who do you think did the QA for Data's "functions"
Probably the colonists. So when they got killed by the crystalline entity, at least they died with fond memories of Data/Lore's dick.
Doesn't Data have all of the colonists' memories?
Yes. But also Data & Lore were tested around/with the colonists (hence why the colonists hated Lore), so Data probably has:
