Assuming you're serious- it's a graphic design website that is commonly used (In the game/app industry at least) for designing user interfaces, icons, and other such on-screen interfaces. It has handy tools that let you 'make an app' in design only, but you can still navigate it with their buttons as if it were a real app (Prototype mode, I believe).
