Does it need to be upside down? Can someone "pilot" it if it were mounted upright?

Why does this look real? What could this possibly be used for? For a second I thought maybe for radar cross section testing but that stand would light up like the fucking sun.
Seems like some setup for some kind of test range but I'm stumped.
