It says "unnatural facial expression" under the smiling photo.
Have you not had a passport before?
MOST countries enforce a neutral expression.

42 0 ReplyThe person at the DMV was confused why I was staring blankly (actually not, just a neutral expression) when taking a photo for my license. She told me that it’s ok if I wanted to smile. It’s weird how you’re allowed to have a non-neutral expression on driver’s licenses in the US.

I wrote it in the description but people seem to miss it.

Uhhh most passport or id photos must be Biometric meaning natural expression and no changes.
