There's another side to that pannier, so hopefully they tucked an equivalent weight to balance the load. Chihuahua's are probably no more than 4-5 lbs, which is nothing for a strong breed to carry.

(warning: graphic) Pitbull puppies have been known to eat littermates down to the head, even with plenty of food available. Good luck finding a story about a labrador retriever doing that.
You don't have to abuse border collies for them to try to herd things.

The extremely dangerous combination of spontaneous aggression and lack of survival instinct (never seen any other breed headbutt a windshield repeatedly from the inside of a car to try and get at something outside, to and beyond the point of laceration/injury) pitbulls exhibit are, like those of the breed groups above, the result of a lot of selective breeding.
You unfortunately can't love the genetics out of a pitbull--if you could, there wouldn't be any shocked loving pitbull owners who were victimized.
Please don't misunderstand, I don't have any hatred for this or any other animal.
It's just doing what it does, it has as much right to exist as we do, if anything - more, because we bred it to be this way.
But practically speaking we can't have a dangerous breed like this just be let loose like this, and I don't trust people enough to be safe with it, same way I wouldn't trust most people with a tiger etc.
We fucked up by breeding dogs in many ways, from breeds that can barely breathe and have all sorts of awful health complications to breeds that are too violent to be kept around humans safely. We have to undo our fuck ups, even when it means we have to ban the breed from common households and in some cases even put down dogs, even though it's messed up, it's not their fault, it's ours, and there's not much we can do but clean up this mess and try to learn and be better and more responsible about breeding animals.
I take no pleasure in saying this nevermind thinking about what has to be done, but I don't see any other way. I'm really quite sorry. Our entire species should be.

The statistics are technically correct, it's not all pit bulls, but pit bulls often show up in statistics due to various human factors and breed misreporting.
They appear statistically dangerous, but individual pit-like dogs are not inherently dangerous, hence why rule 7 is important.
