You can't expect him to remember. He only swore the oath twice.

- "Given the reins" would be appropriate in this case. They're the straps used to direct a horse so it's used figuratively to say that someone is in control.
  
  Well he certainly thinks he reigns
It's strange to see him say something that's probably true. I don't think he has any idea what was in that oath.
