He doesn't see it as flinching, he sees it as taking a big swing at China. It's like when you've got all your marks lined up against the wall you're shouting at all of them to give you their wallets, then one of them talks back. When you pistolwhip that guy, you can give him all your attention cause all the others are just going to watch. All Trump really knows is the art of the stick-up.
