Who says they're disguised? Foxes can't be devout?
*also, a lone robe is hardly a disguise. They're very obviously foxes, so it's not like they're trying to hide. They just want to be part of the community and everyone's assuming the worst.

Ignoring the most likely scenario: that they're just not GOOD at pretending to be human, what with the nonhaving of thumbs, lack of experience etc..
