If you want to mess around with animation, a robot like this is a good way to at least experiment with the fundamentals. You can make an armature with 3 bones: one for the body, one for the head, and one for the wheel. This video goes into how you'd rig a much more complex character but here's a timestamp for when they start doing the weight painting which is the crucial part which will give you something to use to make the model move.
