Sadly the opposite is happening right now for healthcare and research. Wages are low, housing is expensive. In the states wages are higher and housing is cheaper, its a no brainer. I've seen MASSIVE brain drain over the years, hopefully wages adjust or housing crashes or both but we definitely need to reassess our priorities.
If the may talented Canadians that work in the USA returned it would definitely benefit Canada artistically.

I remember people arguing against russian people saying that they shouldn't be allowed anywhere outside their country and if they are unhappy with it they should march to the cremlin. I'm gonna guess same goes for americans, right?
I would prefer that Americans to stay and fix their own country, yes.
But I also understand and sympathize with marginalized and vulnerable populations (including but not limited to: LGBT folks, racial minorities and women) wanting to move somewhere safer.
