Acting on Trump's order, federal officials opened up two California dams

I guess it's a good time to remind everyone all flowing water ways are property of the federal government, not individual states, and nearly all dams are operated at least in part by the army corps of engineers.

Maybe the federal government should have some check s and balances or more than Two parties.
