Maybe it's a commentary about how the human body is beautiful but breast are supported by man made objects like this board (bras) and it distracts from the beauty. Just a first stab. Art pieces like this are meant to provoke thought.
Because someone out there likes videos of women smashing small animals to death with their feet. I do believe there might be people out there who like boobs (this picture hits that note), people who like boobs being 'presented' to them (this picture really hits that), and there might be people who like boobs that are ready to be smashed between two boards as if they're a nsfw revival of the hydraulic press channel.
