He knew it was dangerous, he knew it wasn't healthy, but he knew he wouldn't drop dead from it so he did it.
I assume this was the same, and likely wasn't even actual fracking fluid. As far as I know Rickover really drank primary coolant.
It's just insane that "drinking stuff to prove a point" has been a valid means of proving your point for decades.
