Alas, we will now never get those three sequels that McGinn and his team had been all too willing to create. But, tragic as that is, perhaps that lack of sequels played a role in Hit & Run becoming the iconic title it is today.
Honestly I think this hits the nail on the head. The lack of a sequel for such a beloved game kept people coming back to play it, and also ensured it could never overstay its welcome.
- This assumes a sequel wouldn’t evolve the series. Imagine if GTA stopped a 3, would we be saying the same thing?
  
  Imagine Hit & Run 3 being a Simpson's GTA clone, complete with combat and weapons.
  
  You're right that sequels can absolutely enhance a game's legacy, but they can equally tarnish it ala Borderlands 3.
  I'd argue being beloved without a sequel is better than having a bad one.

Whatever happened to that guy that completely remade H&R in a modern engine but couldn't release it because of copyrights.
Did it ever get leaked onto torrents?

  AFAIK, it's never made it out to the public unfortunately.
- Not going to happen. He's using this work on an established IP to prop up his own resume and land himself a job from the popularity. He's never releasing it
- Unless they were trying to charge people for it, I'm pretty sure there would have been nothing stopping a release
  
  Pretty sure that's not how copyright, and trademark works. I mean if he remade it with original characters etc... then he'd have a snowballs chance in hell, but far from a done deal (still would take enough money to have lawyers).

I feel the same way about EA, they did The Simpsons Game in 2007 for Nintendo DS, Wii, Xbox 360, PS2, PS3 and PSP.
Then The Simpsons Tapped Out for mobile in 2012/13.
Since then they have done nothing with the license for a decade ?!

When I was a kid I could never make it past the last mission with the school bus in Lisa's level, so I've never actually finished H&R before.
- See my other comment. I'm not at my PC at the moment and don't remember the launcher I'm using but some of the options are cheat modes and level skips. You could beat the game in 4k if you like.

- As a kid seeing this episode for the first time, I genuinely thought that's what Groening looked like. All the other real people depicted were good representations, so this one had to be too, right?

I played this again earlier this year. There are some amazing mods/launchers out there. Resolution and texture upgrades, cheat options, more. It's still super playable today. It's like the grandaddy of GTA.
- Didn't it come out after Vice City?
  
  Yup, VC was 2002, H&R was 2003. If anything, it's a GTA derivative.
