GlobalFoundries gets $1.5 billion subsidy from U.S. gov't after it was fined for violating export laws to China

OK, one point in the article says it was fined 500M, but elsewhere and the linked article says 500k. Those are very different numbers.

500k for self reporting some sort of paperwork error that happened around when the sanctions were implemented (their story, basically) is very different than 500M for something serious.
