If the Olympics and presidential elections only happen once every 4 years, why the hell are we not doing them on February 29th????

Because it will be on 17th July once we decide to use the international fixed calendar

there are additional rules to leap years, which make it not exactly every 4 years, i.e. in 2100 there would be a skip
