Isn't this article a bit misleading? Only iPhone that come after the legislation have to follow this regulation, second-hand devices are not restricted by this law. You can still (and can only) use the old iPhone with the lighting charger.
This article is heavily misleading, and it simply highlights again the idiocy of apples bullshit fight against a very sound standard.
This article probably was written or at least paid for by apples marketing department. It's as shit and ecologically crappy as their complete business model.
