  A celebrity is someone who is celebrated. Generally positive connotation there.
  I think we just then need a different word for someone who gives a lot of people something to talk about whether it is good or bad.
  
  "Celebrity" just means "a famous person," regardless of the origin of the word. It doesn't necessarily mean they're actually celebrated by anyone.
  
  That's just silly. They could be just famous then. Or infamous. Words that mean what you are looking for. The point of celebrity is that they are celebrated. I'm making a joke on someone else comment using the word play of that comment and you are trying to change the definition to alter it.
