I've met a number of women who enjoy feet in sexual contexts (both feet themselves and boot kink) but I've never met a woman exclusively or primarily into feet in the way that I'd call a foot fetishist tbh

I guess I'd consider a fetishist to be anyone who happens to have a particular fetish, and you can be a fetishist of multiple things simultaneously
if someone likes sucking toes I'd definitely consider them a foot fetishist even if they have bigger kinks as well
