I feel like many of the horizontally-striped ones would make good T-shirts at least. Not necessarily stylish, of course, but nothing egregious.
Depends in the targeted level of abstraction. If you want to be able to fly your outfit from the flag pole, yeah, not a lot of flags can be styled as outfits, because most flags are stripes and (heraldic) ordinaries. However, if you're satisfied with matching colours, the fashion world is open to you. And there's a lot in between.
Just the colors is cheating. You could fly this woman and it would still be 80% to spec!
Now I feel challenged. What about a black suit with a golden yellow shirt and a red tie for Belgium or red shirt with golden tie for Germany? Would that be representative enough? What about a red dress and a green cape over the right shoulder fixed with a golden brouche, would that be Portugal enough? For UK I think of a blue suit jacket with red and white striped lapels.
There's no way you can pull off a stylish Union jack outfit.
