I am an IT technician, I have a personal and company phone, when I am off work, my company phones stays at home turned off.
My manager has my personal number, so if there is a huge disaster, he can reach me.
It has never happened.
But I guess when you're in trouble you can call for help instead of having to walk to the nearest phone booth.
