I've been getting shit like Radio Free Europe pop up in my YouTube feed for the first time ever. Also stuff like "Russians attack apartment complex" and just tons of stuff so outside what I ever normally watch.

There are several reports that would fit the description. At least two are definitely Ukraine weapons hitting civilian buildings and they were resold as Russian weapons doing so.
Russia has started hitting some seemingly residential buildings, though. Part of turningup the heat after Zelensky's delay tactics and arms pouring over the border - a willingness to bomb several blocks of buildings with thermobaric weapons if Ukrainian forces are suspected to be there. Ukrainian forces have been using residential areas as staging grounds / hiding places, which doesn't help.
