The wording is a smidgen ambiguous, but I think they mean "Zelensky signs a decree which cancels Ukraine's visa regime and thus allows in foreign mercenaries who want to come in and fight for Ukraine"

Oh wait, I parsed this wrong. I think it is saying he cancelled the need for a visa for foreign fighters.
