Its possible to build multi storey buildings housing more than 100-200 at roughly 20-36 million usd assuming units to be like a hotel room. For a million people, the number would be ~70 billion. If we move away from the hotel rooms to a bunk bed(like traditional homeless shelters usually are), the number would come down drastically to something like 21 billion. Its possible to end homelessness with the budget for jailing people. Its a choice,
