I think it's as simple as phones and laptops are mature technologies. A laptop now lasts many years. Phones don't get so radically better every 2-3 years people are compelled to upgrade.
What sort of growth can Apple now sustain? A cheaper phone to compete with Android globally?
I heard rumors they were internally testing one, but I have a feeling they were caught with their pants down on that one. It was probably Google’s LLM, which I would assume is why they may now be partnering with Google for that.
