Bloat is not even something that can be easily pointed to a single cause, and a lot of things played a role, like poor tech education, companies not giving a fuck and relying on hardware replacement, lack of regulations, big tech corporations having practically monopolies and no incentive to create better products, the high demands of timing for projects, etc.
