Are they sure those are rats getting into the drugs and not pigs?
Why the heck are they storing drugs after the persons already served time and been released?

That's kind of hilarious. If coke ever gets legalized the guy they took it from can still get it back someday.
Not familiar with this new terminology; I usually just call them "pigs" to avoid confusion, but I suppose calling cops "rats" does make sense. You don't usually see mainstream British newspapers introducing new slang terms like that, but hey, stranger things have happened, right?
