It's like thirty roman candle fireworks taped together. There really isn't anything to it.
Step one - Tape a whole lot of roman candles together.
step 2 - Attach some kind of handle with tape or whatever
step 3- Get a road flare or a blow torch or something and real quick light all of them
step 4 - cool zone riot porn.

Fireworks cannon is pretty easy to make, you just need a length of pvc pipe, twine doused in lighter fluid to use as an extended wick, some fireworks and not being too attached to your fingers.

We also need giant portable box fans to blow that smoke/tear gas back their way. Or maybe gas powered blowers with modified nozzles to have extra wide output.
