That’s a long way of saying “he’s too expensive”
Kraft is a cheap bastard who abuses his knucklehead fans and got away with it for the better part of 2 decades because Brady's face was too pretty to allow the defenders anywhere near him without the laundry coming out.
They spent everything they were allowed to, just like almost every other team. Everything you spend hits the cap, and everything you don't spend can be rolled over.
Letting guys walk when their cost was too high isn't "being cheap"; it's using your money efficiently. Every dollar "over the cap" you go is really just borrowing money from future years, and the bill always comes due. Their conservative approach to borrowing is why they were able to stay a high level contender for 20 years while most teams load up then fall back to mediocre after 3-4.
Their roster construction has changed, and the more likely reason they declined is that SF is asking for their number 1 pick next year, and a potential high first round pick plus top of the market money is too much.
