The people in that region are supposed to ration tap water, so Tesla can waste it. It's really fucked up.
According to leaked documents tesla actually uses less water than they are allowed to ~450, 000 m3 vs 1,300,000 m3. And in the same region there is an asparagus farm that uses double the amount of water that tesla uses.
