I'm not sure I agree with this being uplifting. It's basically law makers doing the bare minimum after decades of propaganda demonizing weed.
Not even the bare minimum TBH. It's a half measure compared to the bare minimum, which is descheduling it.

For a second I thought these would be prison industrial complex CEOs
