What he said was that Russians aren't like Ukrainians. More Asian than Ukrainians are and that they think differently.
Context is important and your poorly translated version is NOT what he's saying. He's not saying all Asians are subhuman- he's saying they have a different past and are influenced by it. He's saying Russians are more violent based on where they come from and the past they've had. This is something he hadn't counted on etc.. etc.. etc.. since this is just a clip I don't know where he was going with it. But it sounds more like he saying ukrainian military is more humane with regards to how they treat people than the russians.
MY point is that you and your type will just say a thing based purely on propaganda.
Oh yeah- like russia doesn't lie about obvious things. Bombing civilians at railways, bombing civilians sheltering under theaters, bombing civilians in maternity wards, bombing civilians in retirement homes etc etc etc.

Now you see, THIS is whataboutism. The point here is that we have a leader in the current Ukrainian government who comes out and says that he considers Russians to be subhuman. You come up with a baseless claim that we think all Ukrainians are nazis. We think that the current government of Ukraine is dangerously far right and descended from actual nazi collaborators. You don't want to hear it because it doesn't fit your world view.
You might also be interested that I translated it using AI. Results weren't great, but language used around the 26 second mark matches the translation in the tweet pretty well. You can do this yourself instead of just calling it fake and lashing out at the left.
I didn't spend too much time on it, and it could probably be done better. I just used free web tools to download the video and autogenerate subtitles. The text at the section I mentioned says this:

Again, results weren't great (which is why I didn't post them the first time. Someone with more time on their hands could do better). But it hits a lot of the same words as the native speaker's quote, and it seems to indicate something racist is being said. The first auto-subtitler I used was completely useless, the second was "good enough" for my purposes. I have no reason at all to believe that the original translation was fake, and this didn't contradict the original translation.
If I were to try a third time, I would probably upload it to youtube and try using their tools, but I didn't really want to upload it to my youtube account. Google's natural language processing is pretty good.
Buddy reddit/r/ russia was full of you like minded nutjobs calling Ukrainians nazis. There's tons of video clips of the same. Your poorly translated version is NOT what he's saying. Context matters and you getting a snippet of it is not what's being said.
