I mean why not? You buy like a sack of rice that you scoop from, why can't you buy a bucket of macaroni to scoop from?

I figure trying to fish out the macaroni from the cheese pool would start getting a little difficult mid-way through

This doesn't appear to be ready to eat directly from the bucket. The bucket is just a very large box for the pasta and packs of cheese powder.
