I sure love living in a world where nobody has ever gotten away with breaking the law because they are white and it would be inconvenient or unseemly to charge them.

If nobody wants to charge trump? He "cooperated" and anything he leaked or showed others was a mistake. But he made a best effort and thus we have no reason to investigate this any further.
Sensitive material protection is like 500% "best effort" and "intent". Mostly because infrastructure and systems are set up so that it is almost impossible to not fuck up at least once in your career. But that also means that when the boss's friend ignores policy, they get the benefit of the doubt. And so forth.
