Could it be something to do with clothing, thinking like a hoop skirt? Or part of a tent structure maybe

I was thinking about skirt hoops, but everything I see like it is painted and doesn't show snaps.
It could be it, since it is probably 40+ years old.

Maybe for poofing out a skirt after travel, the snaps so you can collapse the hoop for travel?

Nope, they are about 3, 5, and 6 feet long. They are made of spring steel and have 3 snaps at each end.

Yeah, sorry, I thought at first they were 3 separate, tapered lengths, but looked again and realised it’s one long looped steel.
It’s still almost certainly not related to hoops, but I dunno what it is.-
