How do I type a character like that on a US English keyboard?
On Linux desktops with compose key enabled, it's
<Compose>
<?> <!>On Windows you can use Windows+. to open a special character window. From there you can start typing a question mark and it should jump to all related characters
How do I do it on an Android phone?
For me it shows up when I switch my keyboard to special character mode, then hold the question mark: ‽

Depending on what keyboard you have, you can hold the question mark button and the interrobang will pop up
